Some people simply do not enjoy receiving oral sex - whether they're not comfortable enough with their partner, insecure about themselves down there, or just can't enjoy it, whatever the reason is, you should just leave it alone until she's comfortable with it. You know that you've at least offered.
As for her not giving YOU oral, idk, I think that's more of a problem.. she should want to do things that please you/turn you on. Maybe you could try going to a place like Lover's Lane or some other shop that sells toys, games, costumes, movies, etc.. Maybe that could get some foreplay going?

Either way, I think sexual compatibility is definitely an important part of a relationship, so I guess you just gotta decide if you're willing to stay in a relationship where that doesn't seem to be happening.
