Can Hemp oil be effective at treating diseases like epilepsy or parkinson's?

or tourette syndrome etc..marijuana has been proven able to treat these diseases.i know hemp oil is extracted from cannabis and i know it can treat cancers,tumors but is it effective for these other brain diseases that has to do with high or low levels of dopamine?

Since cannabis has been shown to help those conditions, it would seem logical that a concentrate, like Rick Simpson's oil, would have a similar effect. I have several studies in my "Granny Storm Crow's list" about cannabis treating those conditions. (Link is in my sig)
