i mean technically this is the same thing as medical marijuana.. not really legal but it is by local law

Its more symbolic than anything, a step in the right direction no doubt.
I do believe though this is the first time in the country that paraphernalia is included in the language.

Yep. Basically it means that you wouldn't need to worry about any town (local) cop, but county sheriffs and state patrol could still bust you for the state crime.

Looks like yet another reason to revisit for spring break or something.

This is definitely not made up. What is unfortunate though is this is the first town in US history to decrim/sorta legalize mj and it has received no coverage from main stream media. Sure this is a step in the right direction, but if the word is going to be heard it really needs to be pumping out of cnn, fox news, nbc news, all those stations. I'm not necessarily a mainstream person but I definitely want this getting out. Maybe later today this will happen but I figured it would have been big news with all the hype about mmj going on as of late.
