Need help designing a grow box

im trying to create a list of what i need to make a well functioning grow cabinet the free space i have is about 4 feet high and 5 feet in width and depth
wi
my budget is around 400$
i know i need a ph tester
i havnt decided weather or not hydro or soil for the amount of space
i have the seeds
i was thinking a 400 watt hps or maybe led's
how well do those pre built grow tents work or am i better off building my own
i just need advice as to what works better in this amount of space led's or hps someone told me theyve used multiple cfl 47 watt bulbs because they emit no heat and work better then led's
is hydro the most efficient way to grow in this space?

just go out and buy a grow tent, u could get a good one off the internet for around $100-$150. just make sure the inside is coated with mylar.
