In-Line Duct Booster Fans

Im trying to create an exhaust system for my small growbox, has anyone ever used one of these? http://www.homedepot.com/webapp/wcs/...ctId=100067594

would it be strong enough to keep my 1x2x3ft cab cool and push the air through a home made carbon filter?

Nope on the carbon filter and Yes on keeping the cab cool.... I use a 4 incher like that to circulate air in my mom cab and I have 6 incher cooling 2 600 watters which I have to change soon due to weather changes.

However as soon as those inline duct fans meet any resistance they stink. You can put your hand near it, not over it and hear it struggle.

Good for circulation, bad for odor and carbon scrubbers, they just can't handle any resistance.

PS. Fans of any type do better pulling air then pushing it.

Plantlightinghydroponics.com has valueline inline fans (knock off of the vortex fans) and have the cheapest price too. They also have the cheapest price on vortex fans ($109 for the 4") if you wanna step it up. The valuline 4" should do you fine at around $70. Thats about the only option when weighing cheap and performance on the same scale. You can only go so low on the price before quality diminishes.
hope this helps.

And yes I do use that same fan to cool my light, (the one you mentioned).
