my 1st grow and needin advice!!

this being my first grow and all i have a few question that i need awnser'd if anyone could help.

#1). when your growing a new plant what do you do to keep the plant from growing to tall or the main stem anyhow...i've been haven this problem and the stem wont support the leave's. plz help

#2). how many times would you water a baby because i usually over-water if anything and it begins to wilt.

2, stick your finger in the soil to see if its still wet under the top.

like jeans on a washing line the top can be dry but the bottom still wet, in a pot water will run down through the soil and the top will dry out a lot faster than any other part also heat from the light/sun will dry the top out and so will wind/fan. its not uncommon for the top to be dry but the bottom of the pot to still be sodden.
