planting sprouts outside...

I'm new to outdoor growing....Is there a limit to how small of a plant I can put into the ground. The soil were I live (the valley) is very dry and harsh this time of year which leads me to be concerned about how well a baby plant can do in the earth. It just sprouted its first nodes and its currently indoors in a small cup. When would be the right time to put it into the ground??? thanks..

In my climate I can sex them after 4 to 5 weeks. Your climate may be different, I imagine.
