Yes, that's correct. East Florida here. Even in a remote place, in Florida, we can only get 12 hours of direct sunlight during fall/winter. So as soon as they're mature enough to bud, they probably will start developing pistils.
The advantage in Florida, is that everything is flat so it's DIRECT sunlight for the entire daytime. Also, the temperatures don't go too low, and when they do it's not for very long. Except last year, lol, I remember it was like 28F here and I had to run to the store and buy lights to put my plants inside. Terrible. And I already heard that tomorrow is going to be in like, mid 60's to 70's across the state. Weird.

Yes, it will because it didn't give your plants enough time to veg. You may have a bit fatter buds, but in the long run, the 1/2ft - 1ft you missed out on is going to cost a bit at harvest time.
