Strangest, Smallest Plant found, what to do..

Alright guys, about 2 1/2 months ago I planted a bagseeder in a nice spot, that gets about 13 hours of sun. A lot of shit happened in my family, and I left town, and just got back last week. I figured the plant would be dead or dying, so yesterday on a run I ran past the spot and decided to check it out. This plant (2 1/2 months old) is about 8 inches tall and has small, maybe 1" five pointers! WTF! To add to the strangeness it is showing pre flowers, some small pistils.

I just want to know if there is anything I can do to make it grow a little bigger. I'm going to go give it water soon, because it looks parched .

13 hours sun may be a little too much.

Check out the guides / stickys at the top of this forum.

Nutrients would be useful, although I'm not yet an expert on marijuana horticulture yet (other horticulture, yes), so I'll leave that to someone else to go into.
