Is it okay to...

Is it okay to transplant a plant into a new kind of soil when it has lived in a different kind until the flowering stage?

Using different soil should be okay as long as it does not have any time release fertz in it. I would aviod transplanting onche flowering begins to start to avoid shocking the plant. Shock cold cause it to go hermie on you or at the very least stunt bud production.
