Nutrient question

I've done two outdoor grows over the last two years. Nothing major, just enough to get myself through the year. I've got a nice garden plot with good soil and have never <GASP>added any nutrients. This year I'd like to be a little kinder to the plants and give them some good food. But I'm scared to death about over fertilizing and also about damaging the soil. I just put the seedlings in the ground this week after germinating them about 4 wks ago. They are about 4" tall and on their 3rd or 4th leaf set. So let's say I mix up a gallon of 1/4 strength version of MG All Purpose plant food. How much can I give them? A cup or two each every other day? Is it too late for MG Organic Bloodmeal? Can I sprinkle some of that around them?
