An average plant , at least in the NorthEast USA, should be planted right about now in April, and will be done flowering late September to Mid October.
You can find strains that may fit your needs better for flowering earlier , although there are methods to trick your plant to flower outside. These techniques are often complex and time consuming, ex. Covering your plant at 12 hours of dunlight each and every day without missing a single day.
I would not prefer it. It is best to let nature do its' thing.
