If soil is good enough at spot can you throw it back into the whole with a bag?

I have found a good spot to grow a few plants. I plan on digging 3'x3' holes in the earth. Then place garbage bags in them adding the right soil mixture. I think the soil is suitable for growing if i add some sand.

Why use a bag? That seems counter intuitive for growing outdoors in the ground. I would have concerns about retaining too much water. One of the main reasons I amend my soil is to promote drainage, that would be counteracted by the plastic bag.

So to answer your question about soil, yes, if the soil is of good quality, you can use it straight up.
