I don't know what your plants look like, but with only 4 sets of leaves, I don't think there is much growth to consider taking cuttings at this stage. Last year, on my first grow, I waited until my plant expressed sex before cutting some of the branches for clones...about three months, growing outdoors.
You can up-pot almost any time. I like for the plants to fill the pot they're in before transplanting to a larger container because it is easier to control the soil moisture when the plants have a large root mass, but with a little care, you can put a seedling in a 5 gallon bucket right away.
That Kellogg's potting soil I found online sounds great to me, but I have not used it myself. I have been using some generic stuff from Home Depot (Timberline) mixed with composted cow manure, peat moss, and topsoil from my garden. I recommended the Kellogg's because it seemed like a complete, organic mix that would be easier for a new gardener, but if you can't find that specific brand, you shouldn't fret. Almost any commercial soil will be fine (in spite of all the folks' negative opinions of Miracle Grow soils).
