any MD growers...and another question

hey i was jus wandering if there are any growers in or right around MD, USA. Im jus wandering about when plants start to flower around here...also, do all strains start to flower about the same time in a given location?...or can there be like a month difference or something depending on the strain? I jus want to see when my purple power and easy sativa outdoor will start to flower, hopefully not until mid-late august so that i can get them another foot or so, as they are only like a foot now...i actually have another question - can a 2 foot plant produce like a QP (4 Ounces) of bud?...i dont understand like how big plants need to be to produce a certain amount. must they be like 6 feet or something to get a real good amount, or can the genes of the plant help out alot? thanks alot im wandering because my plant (if they start to flower in mid-august) will be like 2/12 feet tall by then, so i am jus seeing if its possible to get a real good amount. thanks so much
