Most use oasis cubes to start there sprouts in. Insidesun.com has a selection of them. And scrog is basicly taking a sheet of fence light material and have it hovering over your buds, then once they grow thre the fence, force the plant to flower. Then once the plant flowers and the growth is past the face, u trim off all the leaves and any buds underneath the fence matierial. This gets rid off all the parts of the plant that arnt going to get enough light to grow right, and not using the plants nutrients, and leaves it for the buds above the screen, getting the most light. Your end result is a nice canopy of buds. Heres the best example I've seen on the forums(Pic)
