It says on the box or if there is check for the levels of Kelvin or K. If it's 4000 and below it's considered warm which is for flowering and if it's 5000 and higher it's considered cool which is for vegging...

When picking, just make sure your veg lights are high kelvin temp, 6500 is most common. Flower lights should be low, 2700 is what most soft whites are. In between is useless yellow and green light, and aren't as efficient. Beware cool white tubes, I see a lot that are actually like 4200k which sucks. Best veg bulbs are labeled daylight.
