What is the best/cheapest lgith ballast?

What light ballast do u recommend in combo with the 19" cool tube? MH/HPS conversion im thinkin about but let me know any ones. ty

heres a couple pics of what i got setup. I got myne on ebay or from High Tech Garden Supply they have a great selection. But on ebay for 175$ +20$ s&h i got a 400w HPS Light w/ reflector, ballast and 400w MH Conversion bulb & Timer. This lights capable of 6-8 plants if you wanna go smaller they have it all... anyways heres my setup.. i got 2 bagseed sprouts , using the MH 24/0
