Like most fruiting plants, the fruit (buds) develop and night and do indeed feed.
To answer your question, we need to know a little more about the medium you are growing in and the consumption by the plant(s). If it's soil, most likely a daily or every-other daily feeding should suffice, I'd say when the lights come on is your best bet.
For fast draining hydroton or something like that, 2 feedings a day or more may be better. Do you have a timer/pump for your drips or are you using a gravity system? Do you have any runoff when you feed?
For ebb & flows, I had lots of success flooding 30 minutes after lights start & 30 minute before they turned off, grow rate was incredible (using pebbles). This gave them a good feeding of nutes before the two critical grow cycles.
Anyway, others may have other good regiments, but this has worked well for me, hope it helps!
