How to wire socket to ballast?

Hey all, I've been trying to make a DIY cool tube and it requires you assemble the socket within the tube, then connect the socket's wiring to your existing ballast, but no one ever says how to do that.

So, now that I have the tube and socket attached, I'm left with wires just hangin' out of it. What's the next step?

Maybe that works fine for a small wattage bulb that can plug right into the wall, but a 400 watter's gonna need it's own ballast. And the extension cord he uses has a male end that won't fit into a 400 watt ballast.
So how do you do it? Thanks for all replies.
