Is 2x26w (120v, 60hz) enough for flowering SOG?

I want to use my AG for cloning. Would those lights be sufficient for flowering 6 SOG plants? If not, how many? I know nothing about CFL lights.

Hardly enough for vegetative growth, let alone flowering. I have seen people use aero gardens and add more cfls around the sides

If you're just using it for cloning I'd suggest about 100w total CFLs as the clones don't really need that much light. But for flowering, 6 plants... You're going to need 400w+ of CFLs minimum. The more the merrier, but with that many CFL fixtures and bulbs you're going to be making a lot of heat. Might be better off with a $200 HID when it's all said and done.
