Help me design my grow!

What's up GC?

I am about to do my first legal grow, and am pretty stoked. A few years back, I did a pretty big lowryder grow that got fucked about halfway through due to unexpected cold temps(was growing in an attic).

This time I'm going to be taking things a little more serious. We can legally grow 18 plants. We will have one bedroom dedicated fully to the grow. We are going to be growing hydro, not sure which system yet, most likely an ebb and flow(though I would love to hear other advice, recommendations, etc).

I have 2 1000 watt HPS at the moment, though based on the research I've been doing, I think I'm going to sell the 1000's and get 3-4 600's instead. The plan is to construct a fully freestanding grow room within the bedroom, with a basic wood frame, possibly some insulation, and/or thick white insulating plastic for the walls.

Of course, we want to grow the most of the best herb possible. If it weren't for being limited to the number of plants, I would be doing SOG. Since we are limited, we are probably going to either just grow the traditional method(no lst, no sog, etc) or SCROG. Since this is only my second grow, I'm a little worried about dealing with the complications of scrog. What are you thoughts on this? Advanced growers/grow room designers, what would you suggest to make this grow to be the simplest and most efficient possible, as far as how many plants under each lights, spacing of the plants, 600 vs 1000 watt, etc.

I've been reading all there is to read online, and have a stack of books next to me that I'm reading, Jorge Cervantes' Marijuana Horticulture atm...
Just wanted to get GC's opinion and advice, so lets hear it!

Basically, if you had a full bedroom to do whatever you wanted, 2 1000 watt or 4 600 watt lights, and were limited to 18 plants, how would you set up your room?
