I found this in my garage it says it is a 13w flouro, do you think it would work for growing? ( vegging ) .

nope...13 watts is too low.

Ive got two 33w 22" floro's and a 70w HPS, i would say thats almost minimal to grow a plant. (from what im told anyhow.).
