Bottom leafs shriviling away

The sprout leaves are suposed to fall off, from what i understand. But this is my first grow and im not sure what im doing wrong.

The problem is that the bigger main leaves and complete nodes are slowly turning brown and dying. The plant itself gets taller, and leaves get bigger, then new leaves grow on top, then bottom leaves slowly turn brown, they die and fall off. the plant gets taller, more new growth, and then the OLD new growth (what grew during the first set of leaves falling off) slowly dies and falls off.

I have got one 7 inch plant with NO LEAVES OR BRANCHS for the first 4.5 inchs, and its been vegging for 45 days.

I water them once every 2-3 days. I read that over water kills them more oft than underwatering. and in the begning that worked. i WAS overwatering and then they got droopy and almost died, now their perky up top, but bottom leaves droop and die.

Temp is about 85-90. ive got 6 daylight CFLs for light and 2 soft white cfls to get some red spectrum in their light

ventalation is 4 2 inch passive vent holes and 1 6 or 7 inch active vent hole with a fan taped to the top to suck air out. enough air is pulled in the passive holes to extingish a lighter

Their planted in fox farm ocean forest soil, and i HAVE nutes but so far i have not USED the nutes. i do got a jug of water with them mixed in though.

Help? why is my stuff droopy some of the time, and why are bottom leaves dying?
