After taking cuttings from the mother, can you re-veg the same mother and take more clones?

yes 100%!

(Legal) plant growers do this all the time and keep their mother plants for years.

how do you enter the re-veg cycle?

just cut the plant back so all the cuts are just above a node and keep giving it short nights
..new shoots will grow from the nodes and the plant will get bushy.

do i adjust my lighting back to 16/8 during this process?

yes, to make the mother plant veg you want to have the lighting anywhere from 18/6 to 24/0.

I guess by asking this you must have the mother plant flowering and now you're taking cuttings and wanting to make her veg as well. Give the mother plant the same veg conditions as the cuttings.
