Not necessarily, I have a plant with purple stems, the buds are green.
purple or pink hairs are usually a sign of stress

purple stems in the seedling stage are usually due to a nutrient deficency. and purple is NO indicator of how potent your weed is, i found some purple ditch weed abouta half hour from my house last yr and you had to smoke a blunt to barely get high

Typically the petioles of the fan leaves will turn purple first and everyone is correct that this does not lead to purple buds. Make sure your plant has plenty of Nitrogen and keep day temps above 74 and night temps between 60 and 68. Good Luck!

Purple stem at the seedling stage is normal for some strains. Doesn't mean anything at all.
