What size party cup? If the roots aren't sticking out the bottom of the cup they don't need to be transplanted yet.

Like twistedthrottle said roots don't like light so I don't recomend using clear cups....And I'd say about 2 weeks.

How about putting them in a second cup (not clear) and pulling the clear cup out of it to see if roots have established themselves. You can transplant when the bottom third of the cup is almost solid with roots.

Placing the clear cups inside opaque ones is a good idea. Minimalizing the number of transplants will reduce the odds for shock to occur which could slow down your process.

Yeah your best bet is to put them into another cup that isn't clear.

i usually transplant when the plants are 4" to 6" tall. you want to make sure when you transplant the roots hold the dirt together. transplanting too early could break the roots due to the loose soil falling apart. a good tip i learned from the owner of a hydroponic store is that the height of your pot is a little less than the max height of your plant.
