In laymen's terms, a bubble bucket is a bucket filled with water, with an "airstone" at the bottom. This airstone is connected by a 1/4 inch plastic hose to an air pump. You can get both the pump and the airstone at any petco.
The airstone takes the air that the pump feeds into it and distributes it into bubbles, which feed the plants roots with oxygen, allowing the roots to be submerged under water without ill effects.
