Question Quick and easy question

I know a 400W HID lamp will usually cover roughly a 4x4 area with maybe 10-12 plants or less.

My question, will a 400W MH along with say 6 strategically placed cfls be enough light for 20-24 plants in a 8x4 space JUST THROUGH THE VEGGING STAGE?

I plan to flower the plants using a 1000W HPS in the same 4x8 room.
