Just get your CFLs as close as you can to the plant and put a fan on them so they don't get too hot...
How many plants and CFLs do you have?

Yep thats basically all you need to do

Light/fresh air circulation.and a timer.Put the plants on a fixed light cycle(on/off,same time everyday)until you switch over to flower.

What type of CFL is it?
No matter what you have, if you plan on vegging indoors you will need more CFL's to be thorough. Will it grow with just one? Yes, but slow and will show signs of lack of light.
Fan is a must, fresh air if you can help it.

If you want to know more:
About %50 RH, Temps in 75-85F
Tap water thats been sitting out 24 hours, distilled or mountain/spring water
Super thrive is a great product for early stages imo.
