I feel you should look at your growing technique rather than trying to make something out of nothing.
If your buds are fluffy this could be for a number of reasons. Genetics is one of the factors, but if you feel your bud should weigh more then you should consider improving the space you grow in.

But as has already been pointed out, dry is dry... curing it properly will not allow it to hold more weight. The bud is either dry or it isn't.
