ebb and flow water temp?

where my ebb and flow is currently at is a basement and its cold. nights can get arond 45 degrees lowering the water temp quit a bit. Lights are on and you can def. see that growth is stunted. what is an ideal temp for colder atmospheres as i have already orderd a aquariam heater. i have heard anywhere from 75-90. all other factors are good except i am unaware of my ppm......if thats even important. water temp is currently maxing out at 60 degrees.
