I'm not aware of other Canadian seedbanks that are as forefront as Highgrade seems to be that they sell seeds to the USA. I would just be nervous that they will be a target one day, who knows when.
To be fair, I am not aware of anyone who ever bought seeds from Emery getting into trouble because of being on one of those confiscated customer lists -- then again, I wouldn't necessarily have heard about it in any event. It just would make me nervous.

If there is no crime in Canada (and there isn't for selling seeds) then you cannot extradite someone if the crime is not common to BOTH countries.
