help me!!!!

ok, so i have two plants set up in a closet with a generic grow light hanging about 6" above tha tip of the pant. They are growing up alright but the stems refuse to develop. They are on about 15 hours of light 9 hours of dark. They are going onto their second tear of leaves. I have to tie them to posts in the soil so they don't fall over... the soil is high in nitrogen, per what i've heard is the best, like tomatos. i water once a day and keep the soil damp to the touch. whats wrong with them?

Its your light

You probably using some incandescent with a grow-glo coating on it

Get a Compact Flouro and set your lights to 18/6, the CFL can go upto half an inch away from the plant

As soon as you get a better light the leaves will start forming and the stems will stop stretching
