you just get the highest wattage bulb your fixture can take and make sure it's the right color spectrum

Best depends on how much wattage you need. Which dependws on how many plants you have. As far as that just get white flouoros. tube or bulb

6500k or daylight bulb for veg and 3000k or soft white for flower
