Lets go one step further, here are the types of lights that will work in order of there effectiveness IMO:
reg flouro tubes
CFL mini bulbs
CFL grow lights
T5 flouro
HID - HPS/MH
I skipped Mercury Vapor because it's cost vs effectiveness makes it a poor light.
LEDs - new technoolgy very expensive initial cost very inexpensive running.
I would look strongly into HID lighting!!
