1st do some reading, stickies and grow journals. 2nd go get some 6500k cfl's, as many as you can afford and get to work with them. vegging a plant indoors and then moving them outside is a great way to give them a head start. but when you move them outside you'll want to put them in the sun a few times a day for a couple hours each time to acclimate them to the intense sunlight.

Lets go one step further, here are the types of lights that will work in order of there effectiveness IMO:
reg flouro tubes
CFL mini bulbs
CFL grow lights
T5 flouro
HID - HPS/MH

I skipped Mercury Vapor because it's cost vs effectiveness makes it a poor light.
LEDs - new technoolgy very expensive initial cost very inexpensive running.

I would look strongly into HID lighting!!
