Basement Cabinet Stealth Grow

Well Folks, I attempted to grow last year (stealthily) but things went wrong. Not to mention I was trying to do it in wayyyy too small of a space. Lets just say, My dad is moving out, and this year I will have access to a cabinet in the back room of the basement that nobody will go near.

Specs:

The cabinet is about 5.25 Feet tall x 3.25 Feet Wide x 2 feet deep. Heres the deal: I will need to paint the inside white or something, and keep it kinda odorless. As long as nobody smells anything, nobody will have need to go over there. Alos, maybe I can start like 10 plants, ut once they get big, I probably only think I can keep like 3 in there, max. (the others will go outside.)

Also, I will have to pick up some good lights. I want something that isnt gonna cost alot initially, or monthly. My mom will be paying the bills by herself now, so anything that causes it too much she will know whats going on.

I was considering going hydro, but then I figured its not worth the cost and unless its super quiet, it would draw attention to the area if anyone was ever in that spot.
This also brings me to my next point of ventilation. Its gonna smell real bad eventually, but this cant happen because my mom knows the smell. However, I dont have access to like a window where I can vent it. Is there a way to mask the smell (not air fresheners) without needed to run a tube to a window?

Budget:

The most I would want to spend is about 200ish USD, give or take.

Basically, I am asking for your help with everything. If you could help me get started, everything would be greatly appreciated.

Hey another Matt from CT! What's up. I'm no expert, but it seems like you're gonna need James Bond to hide this grow from your mom. That many plants with no window...I have one plant in my closet and a fan exhausting my room constantly, and you can still get a wiff of it outside in the hall. But I got the OK, cuz my parents were hippies. Maybe it can be done, but I'd change the game plan. A weed plant is tough to hide.

Also, with the whole electricity thing. It may just be common sense, but whatever you pick for lights, just be smart about electricity throughout the house. Turn things off. Save that power for the plants! I do it out of courtesy more than necessity. And I know you're probly gonna want HID, but CFL's are cheeeeeeap. I feel like a salesman the way I advertise em...

However, Im pretty sure I wanna go through with this, since its like a once in a lifetime oppurtunity.

What I had in mind was this thing, it was a carbon air filter. It was a black tube, and I figured I could mount it in the top of the cabinet. Now thta I figure, I wouldnt even need to leave it on 24/7 would I? Maybe I just turn it on (if its loud) when my mom is out or something. Or I do it durin gthe day, on a timer, while she's at work.

I've never used a carbon filter before. I just know my Camaro has one. If it works then I guess you're good to go.

How important is making sure the inside is white or has mylar? Right now its a brown, and painting it is out of the question. I could always use tinfoil, but I heard thats a no-no.

What If I used like white poster board fixed on all the walls of the inside of the cabinet? Would that work?
