Help ! New grower

hey
well im a new grower and a new member of this site so any help is much appreciated

i have a few questions that may make me grow a little easier

1) because i live in climate such as england's with frequent rain , will this drown and kill a marijuana plant?

2) how does a plant enter flowering/ budding stage? do you have to self induce this?

i think thats all for now
