How long before LST?

How tall should the plants be when I start LST?

STEP 1 : Grow your plant from Seed or Clone to 3 or 4 leaf sets, some use 5 but i always use 3 because after 3rd leaf set the main stem starts to harden and it will be harder to bend over your plant properly without breaking the main stem.

So after the 3rd leaf set then?
What could I do, 1.)bend the hole plant to the ground and hold it down.
2.)Or just hold the new shoots down?
My dad said if I staked the whole plant down(like sideways), growth would happen on the stem and grow verticle. --Know what im saying?
(They are about 1 month old)
Im using seed but will try and clone when they get bigger.
