8in. pots, how big of a plant?

I am growing in a little linen closet so this is about as big as I can go for pot size(8 inches).

1) How big of a plant can I grow in this size pot?

2) And how big should they be when i turn to 12/12 to flower?

I have included a pic of one of my plants at 11 days(about 7 days under 2 23 watts cfl's. Now I have 3 total growing under 6 23 watt cfl's, about 10000 lumens total.

3) Running 138 watts 24/7, how much will my power bill go up?

i grow in 8" pots and my skunk specials are between 34-39" tall at the mo, had them veg for 30 days at which they where about a foot high before going 12/12
