You don't screw the bulb into the ballast, you screw it into a mogul socket that is wired to the ballast. One 400w HID will get 10 plants started but won't be adequate to grow them all out. If you are talking about starting with 10 sprouts to end up with about 5 females, then yeah it would be adequate. However, that link is to a MH, which is not good spectrum for flowering.
