Its my first grow been doing alot of reading and getting crossed info do you start flowering before the plant gets too tall which I have read or do I let the plants mature before beginning flowering which I have also read. I am growing shwag seeds but they seem to be doing great (I never kept seeds from garbage) they are healthy almost 3' tall and I am starting to see pistils I think, the little fingers growing from the joint. any advise would be greatly appreciated.

All depends on preference.

Some people start flowering immediately.

Some people go 24/0 and then straight to flowering.

Some pics would be nice.

When to flower is completely up to you. It all depends on how large you want your plants. This grow I started flowering after 3 weeks to keep it a small grow. As for the pistils you think are growing, are they white hairs? If they are not white hairs then they are not pistils.
