Change their light schedule, 12/12, 12 hours of light, 12 hours of dark forces them to go into flowering...
For outdoor grows it can be a bit more tricky, I have read people go out to their plants and put black trash bag over them after 12 hrs of light and take it off before the night is over, do that for a few weeks and it will start to flower, you can stop putting the bag over them and it will continue to flower...
