no man, the time you want "blue light" is when the plant's in veg growth not when it's flowering.
Also you don't use blue colored bulbs you use a bulb that emits light in the blue spectrum. HPS is best at this but you also get CFLs that do a good job: 6.5k (105W) = full color (blue) spectrum "daylight" - good for veg growth 2.7k (42W) = red spectrum "soft white" - good for flowering
