What exactly does it mean if a light requires a ballast. It looks complex to set up.

Here's the ballast for High intensity discharge lights;


Pretty simple to wire up yourself, there's a diagram of the wiring on the top of all ballast. Just make sure you have good connections with elec tape & wire nuts, & everything is gounded good.
You will need to get an extension cord to cut up & use for the power cord to the wall socket, you can use the rest of the extension cord to go from the ballast to the light socket. You will end up with an exposed ballast & maybe some wiring, not a problem, but a safety issue.
