First thing to do is to read up as much as you can. It is good to know these basic things before the P's outgrow your knowledge and run into a problem.
To answer your question however, we need more information.
How old are they?
If they are still under a few weeks old, they are too young for nutes. (plant food)
Water them when the container is dry, you can stick your finger an inch or two down to see if its still wet down below the top soil, if so, dont water yet.

What do you mean your not sure if they sprouted? If they sprouted, you would see them above the soil. Did you germinate them first or did you just plant the seed into the ground first? In pots?
They are definitely too young for nutes then.
You can use superthrive with them when they are this young if you wanted to give them some sort of supplement, however I dont recommend this as you are just learning.
