windowsill is only so good for so long
i find its great for starters though, but if you could do both that would be for the best aside from making sure you have decent soil, i find (an almost) bigger factor is the size of the pot itself, which limits the expansion of the roots eventually. I don't bother with anything smaller than 6" pots now.

CFL's all the way. THe sunlight doesn't go through windows enough to properly light your plants. You'll end up with stretchy plants and a loss of yield. Just grab a couple of CFLs and put your plants under them the whole time. Those produce enough light and you'll get a MUCH better grow!
