No problem, thats what im here for.
Yes, you want holes for drainage, a screw driver punched through will do well. In other words, dont use a tool that will create to thin of a slice that it might seal back up or get clogged.
I usually make sure theres at least a few holes spread evenly.

alright i filled a large size party cup with soil from the nicest garden in my neighborhood and mixed it up with wet soil so it wouldn't be too wet but not dry.... then i cut drainage holes in to that cup, about 6-8... then i cut one large drainage hole in the bottom of another cup and stacked the one with soil in it on top so that it won't be drained directly onto my snakes environment... then i buried the seed about a half inch under the soil with the curling root thing facing down, and underneat a warm lamp with seran wrap over it so my snake won't get in and get sick... and i cut holes in the seran wrap of course... sound good?

Ok, well few things.
First, are you using your snakes environment because of the light?
If so, warm animal lights arent good for plants, how long are you planning on using it?
Second, did you create drainage holes in the bottom of the first cup? If on the sides, the water wont be able to drain into the second cup.

Third, sounds like you planted the seed ok, however the saran wrap will need to be removed to water with a water bottle (light mist) and once the plant gets tall enough will need to be removed permanently.

Fourth, anytime i introduced a new thing to my snakes liar, they always checked it out, make sure he cant knock it over as this will be a problem.

The first thing... Yeah I am using my snakes environment because of the light, because its the only direct light i can give the plant without it freezing in the cold seattle weather. I plan on using it until the plant sprouts out of the soil.

Second... Yes, I did create drainage holes in the bottom of the first cup, and one in the bottom of the second cup.

Third... I can remove the saran wrap, and then put it, or new saran wrap on again. I was just wondering though... how much water do you think I should use for it? The cup is about 5 inches high and a 3 inch diameter i think... not really sure, but yeah...

Fourth... She's a pretty timid little girl... I am not too worried about her knocking stuff over, because she is a Hognose snake and stays under her bedding all the time. Do you own any snakes?

I'm more concerned about my snakes health than about a seed that could possibly be a male plant that I can harvest illegal substances from and probably will die eventually haha...

Depends on the soil. Just saturate it and then wait until its dry. Its something that will come with experience as different soils react differently. Also, it may dry up quicker/slower based on your environment. That heat lamp will proly be too warm for the plant.

anony I heard from someone that the problem with miracle grow is that its PH is to low, it has a Ph of like 7 and weed thrives in soil with a PH of like 6, I was wondering if adding lime would solve this problem with MG.

hmm... um just now i put water in the soil and it got like sort of muddy looking and i didn't use that much, but the soil level sort of dropped when i poured the water in. i noticed that there was a green plant sprouting out of the ground and i wasnt sure if that was the seed i planted or something caught in the soil. will just have to wait and see.

hopefully this will go well, but if it doesn't it will just be experience for when i try growing real seeds next year
