Good Mix?

So, I've been tryna come up w/a good combo of organic material for vegging..and after looking at various NPK charts, I think I've finally come up with something that'll work. It is a mixture of Oat grains w/white rice to supplement P and K.

Oats (grain): 2-0.8-0.6

Rice (Grain) (0?)-0.32 -0.34

Roughly = 2-1-1

This is my first real grow, and I'm having some trouble coming up with a proper balance of these ingredients..also, whether to mix them directly into the soil or try to make a tea? Veteran cultivists, step up. Can anyone help a brotha out? I'd really appreciate it!!
