is it ok? [temp,humidity and other things]

hi today is 6growing day. plants are about 7-8cm tall and lil bit stretched,leafs are only on top,and isnt so big..[the bigger ones is aobut 3cm]
im growing 2plants. using 5cfl 22w bulbs 6500k [ today i placed them as close as possible[about 5cm] in dark period temperature is about 22 degrees celsium,humidity is about 64% and when the lights are switched on - temp. about 28*C and humidity about 50%. for intake im using a big hole on the bottom,for exhaust at the moment - also just hole. i made 2 bottles of co2,placed one fan,which blows on the plants. i think that everything is ok,but couldnt understand why they arent a lil bit bigger[ i mean leafs ]

soil is mixed with some perlite,ph is normal[~6]

Your temp's seem okay, but at 5 cm from your plants, you should be measuring the temp directly between the seedlings and the lights

Besides that it looks fine.
